If you are the business user - consider using the link above for phone number (if you are the administrator).
If you are the personal user (@live.com, @outlook.com) then you could click on "Get Help" after clicking the link above.
Based on the instruction, it should be: "Describe your problem, and we'll provide self-help or connect you to the most appropriate support, which may include chat or request a call — we’ll call you, so you don’t have to wait." - You could not request for a call right away but after checking the self-help or live-chatting with agent first - then they would set up a call for you.

Be very careful when reaching out to Microsoft support. The number I got from g**gle was an imposter. They took control of my computer and drained my bank accounts. Microsoft personal do most conversations through chat. This was a costly mistake.
