Thank you for reaching out. I understand that you are trying to cancel your Microsoft Teams subscription but are unable to do so. To help you further, I’d like to clarify a few things so that we can identify what is blocking the cancellation.
May I please ask whether the reason you cannot cancel the subscription is because you cannot sign in to the Microsoft 365 Admin Center?
If you are unable to access the Admin Center at all, then you will not be able to manage or cancel subscriptions yourself. In this situation, you will need to contact Microsoft Data Protection team so they can help you regain access to your admin account first.
You can reach Microsoft Support using the hotline number based on your region and let them raise a ticket on your behalf: Customer service phone numbers - Microsoft Support
(When you call the support number, you may hear an introduction of about 30 seconds such as "you can visit the link...". You can ignore this introduction and wait until you are presented with the options. Then press "1" as a business email user, and again "1" for technical help)
In case you want to refund, once your access has been recovered and you are able to sign in to the Admin Center again, you can then request a refund by opening a support ticket with Billing Team through “Help & Support” section:
