How to activate Trusted Signing in Azure PAYG account

Hi, I am trying to activate Trusted Signing on my Companies PAYG azure account (so we can use it to then securely sign EXE that we create ). I can only find its previously named variation of "Azure Artifact Signing). I and in the UK, so I believe region and account type meet the requirements, but I cannot see how to activate it. I am also unable to create an Azure Trusted Signing profile. The marketplace item does not seem to be available , and the direct creation link returns ‘Gallery item is required, no gallery item is provided’. Can anyone advise on how I can get this activated on the Tenant ?

    Trusted Signing (formerly Artifact Signing) public preview is currently restricted, which is why activation and the marketplace item are not available in this case.
