Advertiser Identity Verification Failed & Account Suspended – Need Guidance

I’m looking for some guidance regarding a Microsoft Advertising account that was recently suspended.
For context, I am not operating as a registered business entity. I am an individual freelancer working in online marketing and lead generation.
The account was running a lead-generation funnel with the following structure:
Landing page → short survey → redirect to a third-party offer.
The landing page explained the process and collected basic information (such as ZIP code and email) before redirecting users to the advertiser’s offer. The promotion itself was a reward-style offer where users could potentially qualify for a $750 reward after completing certain steps.
The page also included:
- Privacy Policy and Terms & Conditions
- An affiliate disclaimer stating the website is operated independently
- No cloaking or hidden redirects
However, my account was suspended for a policy violation.
Another complication is that I am currently unable to submit an appeal because the Advertiser Identity Verification could not be completed. When I created the account, I used a shortened version of my name (two parts), but my passport contains my full legal name (four parts). Because of this mismatch, the verification failed.
When I contacted Microsoft Advertising support, they advised me to create a new account with a different email address, but they also mentioned they cannot guarantee the new account would not be suspended again.
My questions are:
- From a Microsoft Advertising policy perspective, could this type of funnel structure (landing page → survey → redirect to offer) be considered problematic?
- Or is creating a new account truly the only option in this situation?
I would really appreciate any insight from the community or Microsoft moderators.
