Unable to create Azure student account – verification failed

Hello,

I am trying to create an Azure for Students account, but the account creation is not completing. When I try to sign up, the verification step fails and the student account is not activated.

I am using my student email ID and following all the steps mentioned on the Azure for Students page.

Could someone please guide me on:

Why the Azure student account is not being created?

What requirements are needed for verification?

How can I resolve this issue?

Thank you.

For Azure for Students sign-up, verification can fail at a few different points. Based on the documented Azure sign-up flow, check the following areas.

    1. Verify account and profile prerequisites
    • Ensure a valid Microsoft account exists and is working:
      • If the student email isn’t already a Microsoft account, create one or link it as described in the Azure Dev Tools for Teaching guidance.
      • If using a personal Microsoft account (for example, from Xbox), add the university email as a sign-in alias so it can be used for student offers.
    • Confirm profile data (contact email, address, phone) is correct and consistent before starting Azure sign-up.
    1. Identity verification by phone Verification often fails at the phone step.
    • Requirements:
      • Phone must be able to receive SMS or calls from a United States–based number.
      • Voice-over-IP (VoIP) numbers are not allowed.
      • The country/region must be present in the Country code list; if not, sign-up is not supported.
    • Troubleshooting:
      • Wait up to four minutes for the code.
      • Double-check the phone number and selected country code.
      • If SMS doesn’t arrive, use the “Call me” option.
      • If still failing, try a different phone number that can receive SMS/calls.
    1. Identity verification by card (if prompted) Some student or related offers may still require card verification.
    • Requirements and common issues:
      • Virtual or prepaid cards are not accepted.
      • Billing address must match the country/region selected in the “About you” section.
      • Third-party cookies must be allowed in the browser; otherwise the progress bar can hang.
    • Troubleshooting:
      • In the browser, enable third-party cookies (for example, in Edge: Settings → View advanced settings → Cookies → Don’t block cookies; in Chrome: Settings → Privacy → Content settings → clear “Block third-party cookies and site data”).
      • Refresh the sign-up page; if needed, restart the browser and try again.
      • If the card is declined, use a different supported credit card.
    1. Email verification
    • When a new email alias is added to a Microsoft account, a verification email is sent.
    • If the student email is not verified:
      • Go to “Manage how you sign in to Microsoft”.
      • Click Verify next to the unverified student email, then Send email, and complete the verification from the inbox.
    1. Tenant or account issues
    • If sign-up previously completed but the Azure tenant later became inactive, sign-in can fail with tenant-block errors. In such cases, the tenant administrator must contact Microsoft support to reactivate the tenant within the allowed window.

If all prerequisites are met (valid Microsoft account tied to the student email, supported country/region, valid non-VoIP phone, and—if required—supported credit card with correct billing address and cookies enabled), the Azure for Students account creation should complete. If it still fails, the next step is to contact Microsoft support from the account that is attempting sign-up and reference that the failure occurs during phone or card identity verification.
