As stated above, you can use the AUX to RCA cable only to carry the audio signal from the laptop to the TV.
If you need to transfer a video signal from the laptop to the TV and only have the RCA connection available on the TV, you must use an HDMI-to-RCA converter, which will convert the digital signal from HDMI to the RCA analog signal.

Connecting a TV to a laptop requires a video output from the laptop and a matching video input on the TV. An aux (3.5 mm) to RCA cable only carries analog audio, not video, so it cannot be used by itself to show the laptop screen on the TV.
